The voting quorum was set at 4. Legislator David Tubiolo was selected to be the Vice-Chair.  
The meeting day and time will be Monday at 10:00 AM or at the call of the Chair.

AN ACT fixing the Tax Distribution Tables for the County General Fund (for County Operating  
Purposes and for County share of MTA), for the County Water District No. 1, for the Refuse  
Disposal District No. 1, and for each of the thirteen Sanitary Sewer Districts in the County.

This item was discussed in conjunction with item #2. Commissioner Karin Hablow, First  
Deputy Commissioner Cesar Vargas and Executive Director Victor Mallison appeared before  
the Committee to discuss an Act which will authorize the County to fix the tax distribution  
tables apportioned for the County General Fund (for County Purposes and for County Share  
of MTA), for County Water District No. 1, for the Refuse Disposal District No. 1, each of the  
thirteen Sanitary Sewer Districts in the County, and any adjustments thereto, for the year  
2026. The second Act will authorize the County to determine the amounts of County taxes (for  
County Purposes and for County Share of MTA) and for Special District Taxes and other  
charges against the various towns and cities in the County of Westchester, and adjustments  
thereto, and levying such apportioned amounts for the purposes therein set forth against such  
towns and cities for the year 2026.

PH-Sewer District Mod-Add-Somers  
A Public Hearing on "AN ACT to modify the Peekskill Sanitary Sewer District by the addition of  
two (2) parcels of property located in the Town of Somers." [Public Hearing set for February  
9, 2026 at 7:30 p.m.]. ACT INTRO: 2026-6.

This item was discussed in conjunction with item 2026-6. The request is to add a property to  
the Peekskill Sanitary Sewer District in Somers for the development of an 81-unit townhouse  
development. It would include 76 market rate units and 5 affordable housing units, in addition  
to associated roads, parking, community center and other amenities. Adding this parcel would  
reflect an increase of 0.75% of the value of the district and will not cause significant change to  
the district’s tax rate. The Department of Environmental Facilities (DEF) has no objection to  
this addition and recommends its approval.  
On motion of Legislator Gashi, seconded by Legislator Nambiar, the above item was signed
