CALL TO ORDER  
Please note: Meetings of the Board of Legislators and its committees are held at the  
Michaelian Office Building, 148 Martine Avenue, 8th Floor, White Plains, New York, 10601,  
and livestreamed via the WebEx video conferencing system. Legislators may participate in  
person or via Webex. Members of the public may attend meetings in person at any of its  
locations, or view the meeting and its video recording online on the Westchester County  
the links to documents to be discussed at a given meeting.  
With a quorum present, Chair Tubiolo called the meeting to order at 1:26PM.

Organizational Meeting for the 2026 Legislative Term  
1. Set a quorum.  
2. Selection of Committee Vice-Chair.  
3. Setting a meeting date and time.  
Chair Tubiolo said that Legislator Terry Clements will serve as committee Vice-Chair.  
On motion of Legislator Cunzio, seconded by Legislator Woodson-Samuels, a quorum of 3  
was approved. The motion carried by the following vote:

Legislator Woodson-Samuels and Legislator Gashi

A Public Hearing on "A LOCAL LAW repealing the authorization for the County Attorney to  
present criminal proceedings related to Violations of Probation in the Criminal Courts in  
conjunction with the Department of Probation." [Public Hearing set for June 15, 2026 at 7:30  
p.m.]. LOCAL LAW INTRO: 2026-26.

Guests: Law Dept.: Assistant Chief Deputy County Attorney Justin Adin and Senior Assistant  
County Attorney Annmarie Stepancic  
Legislator Tubiolo asked what amounts the County allotted for the Special Prosecutors Fund  
for the District Attorney’s Office for 2025 and 2026, what budget line it is on, and whether it is  
anticipated to increase for next year. Mr. Adin said he did not have that information, but  
Budget Director Larry Soule could provide it.  
Chair Smith asked whether there are other County Attorneys who work alongside District  
Attorneys' offices to handle probation violations, and if so, what is their model. Mr. Adin said  
he would look into it.  
With a motion by Legislator Woodson-Samuels seconded by Legislator Clements, the  
committee voted unanimously to go into executive session to discuss legal advice at 1:42 p.m.  
With a motion by Legislator Clements seconded by Legislator Woodson-Samuels, the  
committee voted unanimously to come out of executive session at 2:31 p.m  
This RESOLUTION - Public Hearing was continued
