Westchester County Clerk Thomas M. Roach and Deputy Clerk Carol F. Arcuri presented the  
2025 Annual Report, noting revenue exceeded projections by $440,000, largely due to raising  
pistol license fees from $10 to $175. Total expenditures were $6,626,909 and revenue  
reached $8,101,701. They reported declines in foreclosure filings and judgments, possibly tied  
to lower rates or successful settlement conferences that enabled loan modifications. The  
Mobile Outreach program continues visiting municipalities to assist residents—especially  
seniors—on issues like mortgage and tax fraud. They also highlighted expanded uses of  
County IDs as local government-issued identification, though not valid for air travel

Mamaroneck River, White Plains  
A BOND ACT (Amended) authorizing the issuance of additional bonds of Westchester County  
in the amount of FOUR MILLION, SIX HUNDRED THOUSAND ($4,600,000) DOLLARS  
making the new total FIVE MILLION, TWENTY-FIVE THOUSAND ($5,025,000) DOLLARS to  
finance Capital Project RB04P - Westchester Ave East Over Mamaroneck River, White Plains.

The requested $4.6 Million will cover the construction and construction management costs of  
the Westchester Avenue East over Mamaroneck River in White Plains, bringing the total for  
this work to $5.025 Million. This bridge was built in 1962, has an average annual daily traffic of  
9,811 vehicles and New York State rated it with a 3.67 in 2025. Design is complete for this  
project and construction is expected to take about nine months, which is why it is ready to go  
out for bid. The department is confident with their requested amount as they obtained prices  
as recently as November 2025 and there was also funding leftover from the design bonding,  
which they are using as contingency.

This item was discussed in conjunction with item #4. The capital budget amendment (CBA)  
requests an increased funding amount of $11 Million and the amended bond act would add  
the aforementioned amount to the previously authorized $15 Million, totaling $26 Million for  
design, construction and construction management costs of the Saw Mill Sanitary Sewer  
District’s Section B in New Castle. During the bidding process, geotechnical studies were  
conducted and determined that there was harder rock to get through than anticipated and lead  
bids exceeding cost estimates. The selected bidder will hold the price until April 30, 2026 and  
construction is anticipated to take about 30 months to complete.

Act authorizing the County of Westchester to enter into inter-municipal agreements with the  
Cities of Mount Vernon, New Rochelle, Peekskill and White Plains, and the Village of  
Ossining, acting by and through their Youth Bureaus, for a three-year period to provide  
positive youth development programs under the County’s “Invest In Kids” Program; staff noted  
that, in light of the County’s current financial circumstances, the traditional 35% municipal  
match requirement has been temporarily reduced to 10%, resulting in an estimated savings of  
approximately twenty thousand dollars per municipality over the term, and that program  
impact will continue to be measured through established rubrics, performance measures and  
milestones, with the County Youth Bureau providing technical assistance to support municipal  
compliance and effective implementation.

ACT-Resource Allocation Plan  
AN ACT authorizing the County of Westchester to execute and submit to the State of New  
York a Resource Allocation Plan which will provide State reimbursement for certain youth  
services programs and enter into inter-municipal agreements with various municipalities to  
implement certain of those programs.

The Committee reviewed an Act authorizing the County of Westchester to execute and submit  
to the State of New York a Resource Allocation Plan (RAP) to secure State reimbursement for  
designated youth services programs, while also entering into inter-municipal agreements with  
various municipalities to implement those programs, including the Youth Employment Program  
(YEP), general Youth Development programs, Youth Sports and education initiatives, teen  
sports activities, and services supporting runaway youth; questions arose regarding resource  
demand for runaway youth services, to which staff noted that the County Youth Bureau  
collaborates extensively with numerous nonprofit groups and organizations, observing no  
significant instances of youth living on the streets despite "couch surfing" as a form of  
undefined homelessness, and that the Executive Director emphasized close coordination with  
The Sanctuary that is apart of Children's Village to address such needs effectively.

MILLION, EIGHT HUNDRED THOUSAND ($16,800,000) DOLLARS authorization for Capital  
Project RP028 - Playland Structural Restoration, thereby decreasing the estimated maximum  
amount of bonds authorized to FOUR MILLION, THREE HUNDRED THOUSAND  
($4,300,000) DOLLARS.

This item was discussed in conjunction with items #8, #9 and #10. Project RP028 had  
previously received funding approval in the amount of $16.8 Million for Playland structural  
restorations. There was an unused portion of $12.5 Million and via a new bond request, the  
department is requesting that this amount be repurposed for the design, construction and  
construction management for this project. Project RP056 includes a capital budget  
amendment (CBA) of $6 Million for a total bond request of $9 Million for design, construction  
and construction management of Playland infrastructure rides and site work. Further  
discussions included additional Playland projects being phased in, cell phone coverage at the  
park and future request for proposals opportunities for restaurant vendors.
