This item was discussed with item #2. The committee reviewed a Bond Act authorizing the  
issuance of $3,540,000 in bonds by Westchester County to finance Capital Project BCR66,  
which involves the replacement of one of three chillers at the County Correctional Facility. The  
existing chiller has reached the end of useful life and the replacement unit will be more  
energy-efficient and include a variable frequency drive. Design has been completed by  
in-house staff and construction is anticipated to take about eight months. Given peak summer  
cooling demands, a temporary rental chiller will be installed throughout the cooling season.  
Additional improvements will be phased in to address the remaining chillers and pump system.

The Edward Byrne Memorial Justice Assistance Grant is a yearly federal grant and it will  
provide $30,506 for crime-related initiatives. The grant is based on crime statistics over a  
three year period where the state receives money and pushes 40% of it down to various  
jurisdictions based on a statutory formula. Their funding this year they are looking to fund a  
workstation for drones as the 1st responder and drone detection.

This item was discussed in conjunction with Item #5 and pertains to a lease agreement for a  
corporate aviation tenant occupying a portion of a multi-use hangar (Hangar E). The tenant,  
Citigroup, has occupied approximately one-third of the hangar since 2001 and is considered a  
long-standing and reliable partner. The current lease is set to expire in May 2026 and the  
proposed lease structure reflects a total term of 25 years, consisting of a 15-year base period  
and two additional 5-year option periods. The County will not participate in any capital  
cost-sharing components under this lease. In addition, updated lease terms align with Federal  
Aviation Administration (FAA) requirements, including the use of current fair market value  
assessments. The lease is projected to generate approximately $22 million in revenue for the  
County over its term. The benefits of long-term leasing arrangements and potential future  
leasing opportunities were also discussed. Additionally, Citigroup’s obligations related to  
brownfield cleanup were reviewed.

This item was discussed with items #7 through #12. The committee reviewed a capital project  
request related to Water District No. 3 and the Eastview Pumping Station. In 2006, the U.S.  
Environmental Protection Agency (EPA) issued the Long-Term Surface Water Treatment  
Rule, requiring public water systems to implement enhanced disinfection processes to reduce  
the risk of microbial contamination. In response, Capital Project WD302 was established and  
completed in 2013, upgrading the Eastview Pumping Station with ultraviolet (UV) disinfection  
to meet water safety regulations. The existing Greenburgh booster pumping system provides  
supplemental water on an as-needed basis, but only at limited capacity and well below the  
district’s full demand. The proposed project will provide both primary and redundant water  
supply systems, incorporating chemical and UV treatment. Some of the work includes a new  
Eastview pumping station and integration of the existing Gate of Heaven pumping station, and  
the project will enable Water District No. 3 to access UV-treated water from the New York  
State Department of Environmental Protection (DEP) Catskill-Delaware UV Treatment Facility  
in Eastview, Town of Mount Pleasant.

This item is about easements for energy transmission lines in county parks. The project aims  
to install underground energy lines, minimizing disruption to parkland, there is constant  
communication with local municipalities about potential disruptions because it is essential  
during the construction phases. The county will receive approximately $950,000 from Transco  
for temporary and permanent easements, this money will be considered profit for 2026.
