With a quorum present, Vice Chair Clements called the meeting to order at 1:14 PM.

PH - Graphic Safety Warnings  
A Public Hearing on "A LOCAL LAW amending Chapter 529 of the Laws of Westchester  
County to add a requirement to post a graphic image of the dangers of weapons or firearms."

Chief Deputy County Attorney Dolgin-Kmetz explained that in 2022, the BOL passed a local  
law requiring all gun dealers to post a sign warning of the dangers of having firearms in the  
home and the County Clerk had to give out an 8.5x11 copy of what the sign said when  
applicants went for their firearm permits. This legislation builds upon that one, requiring that in  
addition to the written sign that there would be a graphic sign as well. The County’s  
Department of Health has the responsibility to develop the graphic sign within 6 months after

the legislation goes into effect. With signage associated to tobacco use, graphic signs  
increased awareness and safety on the dangers of smoking. Similarly, the expectation is that  
graphic signs will help to increase awareness and safety regarding firearms use and storage.  
Legislator Imamura also provided insight and his efforts that lead him to sponsor this  
legislation.  
Due to the legislation noting that it would take effect 30 days after being adopted, the  
members discussed, and voted on, changing it to “effective immediately.” However, the  
Department of Health still has 6 months to develop the graphic sign despite the law being in  
effect beforehand.  
Legislator David Imamura motioned to modify the legislation as previously mentioned,  
Legislator Nancy Barr seconded the motion and all of the committee members voted in favor  
of this change.  
On motion of Legislator Smith, seconded by Legislator Cunzio, the above item was signed by  
committee and referred to Board of Legislators. The motion carried by the following vote:
