CALL TO ORDER  
Please note: Meetings of the Board of Legislators and its committees are held at the  
Michaelian Office Building, 148 Martine Avenue, 8th Floor, White Plains, New York, 10601,  
and livestreamed via the WebEx video conferencing system. Legislators may participate in  
person or via Webex. Members of the public may attend meetings in person at any of its  
locations, or view the meeting and its video recording online on the Westchester County  
the links to documents to be discussed at a given meeting.  
Legislator Jenn Puja will be participating remotely from 363 Birch Dr., Cresco, PA 18326.  
With a quorum present, Chair Smith called the meeting to order at 1:16 p.m.

RES - 2026 Joint State Legislative Package  
Chair Smith thanked Majority Leader Judah Holstein, the legislators, and the County  
Executive's staff for their work in putting the Joint State Legislative Package together.  
Legislator Holstein reviewed the items. For the Finance section of the package, the items  
include:  
Fund Westchester’s Child Care Block Grant and Scholarship Programs; Authorize Design  
Build for Flooding Projects in Westchester County; Fund the Westchester Maternal Health  
Program (Project Birth); PFAS Testing and Mitigation Rebate Pilot Program; and Amend the  
STOA Formula.

For the Legislative Initiatives section, the items include: Provide Peer to Peer Mental Health  
Support to First Responders; Authorize Tax on Cash Purchases of Real Estate/Land; Support  
Workplace Safety for Social Workers (The Maria Coto Law); Support Legislation to Limit Utility  
Costs for Ratepayers; Support Legislation Allowing Discretion on Vaccine Guidance; Stop  
Illegal DIY Machine Guns and 3D-Printed Ghost Guns; and Support the Packaging Reduction  
and Recycling Infrastructure Act.  
On motion of Legislator Nolan, seconded by Legislator Imamura, the above item was signed  
by committee and referred to Board of Legislators. The motion carried by the following vote:
