This Bond Act amendment request for $1.7 Million would fund design, construction and  
construction management of project RBR07 that addresses the Bronx River Pathway  
reconstruction, bringing the project to a total of $11.1 Million. Rehabilitation and improvements  
will be conducted throughout several segments on the pathway and include pathway  
pavement, footbridges, railings, stone walls and other upgrades. Design is being conducted  
primarily in-house and construction is anticipated to take 18 months to complete.  
On motion of Legislator Williams, seconded by Legislator Pierce, the above item was signed

With a motion by Legislator Williams seconded by Legislator Tubiolo the committee voted  
unanimously to go into executive session at 11:00 a.m. to discuss legal advice for ID #s  
2026-40, 41, and 42.  
With a motion by Legislator Williams seconded by Legislator Tubiolo, the committee voted  
unanimously to come out of executive session at 11:10 a.m.  
This item was discussed in conjunction with items #3 and #4. Approval of these items would  
authorize the County to amend the 2025 Operating Budget to reduce the previously approved  
amount and the 2025 Capital Budget to increase the previously approved amount for Capital  
Project RP056-Playland Infrastructure, Rides and Site Work. The Bond Act amendment would  
increase the previously authorized bond number 83-2025, to $36.5 Million for liquidated  
damages, as a result from the arbitration between the County and Standard Amusements  
LLC.  
With a motion by Legislator Woodson-Samuels seconded by Legislator Pierce, the committee  
voted unanimously to go into executive session at 11:00am. With a motion by Legislator  
Woodson-Samuels seconded by Legislator Pierce, the committee voted unanimously to come  
out of executive session at 11:12am. The committee voted to go into executive session  
pursuant to the New York State Open Meetings Law Section 105(f).

83-2025 in connection with the resolution of a dispute entitled "Arbitration between the County  
of Westchester and Standard Amusements LLC a.k.a. Arbitration Proceeding." This would  
authorize the issuance of THIRTY-SIX MILLION, FIVE HUNDRED NINETEEN THOUSAND,  
TWO HUNDRED NINETY-FOUR ($36,519,294) DOLLARS in bonds of Westchester County.
