This item was discussed with item #2. The committee reviewed a Bond Act authorizing the  
issuance of $3,540,000 in bonds by Westchester County to finance Capital Project BCR66,  
which involves the replacement of one of three chillers at the County Correctional Facility. The  
existing chiller has reached the end of useful life and the replacement unit will be more  
energy-efficient and include a variable frequency drive. Design has been completed by  
in-house staff and construction is anticipated to take about eight months. Given peak summer  
cooling demands, a temporary rental chiller will be installed throughout the cooling season.  
Additional improvements will be phased in to address the remaining chillers and pump system.  
On motion of Legislator Cunzio, seconded by Legislator Woodson-Samuels, the above item

ACT-Enter into Grant Agreement-Justice Assistance Grant Program

AN ACT to authorize the County of Westchester to (i) enter into a grant agreement with the  
United States Department of Justice, Bureau of Justice Assistance to accept grant funds in  
the amount not-to-exceed $75,545 under the FY24 Edward Byrne Memorial Justice  
Assistance Grant, (ii) enter into an intermunicipal agreement with the City of Yonkers and the  
City of Mount Vernon.

The Edward Byrne Memorial Justice Assistance Grant is a yearly federal grant and it will  
provide $30,506 for crime-related initiatives. The grant is based on crime statistics over a  
three year period where the state receives money and pushes 40% of it down to various  
jurisdictions based on a statutory formula. Their funding this year they are looking to fund a  
workstation for drones as the 1st responder and drone detection.  
On motion of Legislator Cunzio, seconded by Legislator Smith, the above item was signed by
