With a quorum present, Chair Pierce called the meeting to order at 11:10 a.m.

BOND ACT(Amended)-RP028-Playland Structural Restoration  
Mr. Tartaglia discussed this item in conjunction with ID #s 2026-115, 116, and 117.  
Commissioner Tartaglia shared that under a prior iteration of RP028, they had received $16.8  
million for Playland structural restoration of an employee building while the park was under  
Standard Amusement’s operation. $12.5 million of that funding is no longer needed for that  
purpose. (2026-114)  
They are additionally requesting $21.5 million with two Bond Acts with the identical scope.  
This includes the repurposed $12.5 million from RPO28, now used for RPO56 (2026-115),  
and an additional $9 million from RPO56 (2026-117), all to rehabilitate and make operational  
rides, facilities, utilities, and other associated infrastructure at Playland. 2026-116 is a capital

budget amendment in the amount of $6 million related to this project.  
Chair Pierce asked about the status of the building that will become a restaurant. Mr. Tartaglia  
said they have conducted requests for proposals for food. He said they have a food vendor  
who will probably outfit it in year two, but not this year, and there will be a license agreement.  
Legislator Barr asked what happened to the employee space. Mr. Tartaglia said it was shifted  
to the other side of the Fountain Plaza and has been completed.  
Mr. Tartaglia reviewed the repairs needed for various rides.  
Chair Pierce asked for a cost breakdown. Mr. Tartaglia said it includes infrastructure in rides,  
IT services, and the expertise of two ride companies we are still working with through our  
contractors. He said he could provide a breakdown consisting of percentage of rides, utilities,  
etc.
