CALL TO ORDER  
Please note: Meetings of the Board of Legislators and its committees are held at the  
Michaelian Office Building, 148 Martine Avenue, 8th Floor, White Plains, New York, 10601,  
and livestreamed via the WebEx video conferencing system. Legislators may participate in  
person or via Webex. Members of the public may attend meetings in person at any of its  
locations, or view the meeting and its video recording online on the Westchester County

the links to documents to be discussed at a given meeting.  
With a quorum present, Chair Nambiar called the meeting to order at 4:07 PM.

Organizational Meeting for the 2026 Legislative Term  
1. Set a quorum.  
2. Selection of Committee Vice-Chair.  
3. Setting a meeting date and time.  
Chair Nambiar sets Legislator Terry Clements as Vice Chair of the committee, a quorum of  
three, and the committee’s scheduled meeting time as Monday at 4:00 P.M.  
On the motion of legislator Cunzio, seconded by Legislator Nambiar, all three proceeding  
items are approved by the following vote:

Guest: Deputy County Executive Joan McDonald  
Legislators discussed with Deputy County Executive McDonald the challenges regarding her  
new role and how she is extremely qualified for it. Specifically, meeting participants discussed  
issues regarding emergency medical services, transit, and how this role differentiates from her  
previous role.  
On the motion of Legislator Cunzio, Seconded by Legislator Ulaj, the item is approved by the  
following vote.
