BOND ACT-BPS42-Firing Range Rehabilitation  
A BOND ACT authorizing the issuance of EIGHT HUNDRED SEVENTY-FIVE THOUSAND  
($875,000) DOLLARS in bonds of Westchester County to finance Capital Project BPS42 -  
Firing Range Rehabilitation.

This request is for $875,000 for rehabilitation items for the firing range, used for police,  
correction and probation officers’ training for zone 3, consisting of Westchester and Putnam  
Counties. The range consists of 18 lanes, with the longest point being 25 yards and operates  
5 days a week for 16 hours a day split into two shifts with 12 certified instructors on site. Since  
2007, the outdated target system has been worn down due to constant use and is no longer  
being manufactured. Additionally, the wireless communication system will be upgraded as well  
as the repair of the HVAC system which is currently creating noise leakage into the  
administrative area. The upgrades are expected to last 15 to 20 years with minor repairs over  
time.

IMA-Firing Range-Carmel  
AN ACT authorizing the County of Westchester, acting by and through its Department of  
Public Safety, to enter into an inter-municipal agreement with the Town of Carmel in order to  
have its public safety employees from Carmel utilize the County's Firing Range located at the  
County's Police Academy in Valhalla, New York, for firearms training.

(3085) - Infrastructure Improvements to Shelter Facilities - Coachman Family Center  
(2025-2029).

This request is for $3.5 Million for the design portion of the Coachman Family Center building  
improvements, such as interior renovations, living spaces, HVAC system, electrical upgrades.  
This property is part of a multi-year three-shelter project: the Coachman Family Center serves  
up to 200 families, the Vernon Plaza Shelter serves 34 families and the Grasslands Singles  
Shelters serves 149 individuals and childless couples. While design is anticipated to take 15  
months, construction is anticipated to take 30 months and there is no expectation that  
services will be interrupted during that time. The renovations will include State and Federal  
funding, energy efficient amenities and thorough inspections, as the building is nearly 100  
years old.

This item was discussed in conjunction with item #2. The request would authorize a second  
amendment to the sublease of a portion of Cedarwood Hall at the Westchester County Health  
Care Corporation (Westchester Medical Center). In 2004, the County entered into a lease with  
the Westchester Medical Center, the Westchester Medical Center leased the property back to  
the County and the County then subleased the property to the Westchester Institute for  
Human Development (WIHD). In 2015, the Board of Legislators approved a law to amend the  
sublease to extend the terms with the expiration date of March 31, 2025. As of this expiration  
date, discussions have led WIHD to seek another property and leave the Westchester Medical  
Center.  
This local law would retroactively amend the lease from April 1, 2025 to December 31, 2026,  
which will allow continuity in the sublease and also the best possible Medicaid rate  
reimbursement. The sublease will require the County to pay the Medical Center $966,455  
annually, representing base and additional rent. The County will then enter into the second  
amended sublease with WIHD, requiring WIHD to pay $2.352 Million with an additional rent  
amount of $4,550 and its proportionate share in operating costs. If either of the parties need to  
terminate the lease prior to the expiration date, they must provide 60-days’ notice beforehand.  
The discussion also highlighted an erroneous year in the public hearing documentation and  
the members agreed to vote on these items as amended with the corrected year of 2026.

This item was discussed in conjunction with items #6 and #7. Project RKD02 is a proposed  
capital budget amendment to increase the County’s share by $2.5 Million, bringing the total to  
$10.5 Million, for the design, construction and construction management of the Kensico Dam  
Plaza Storage Building. Due to cost escalations while waiting for permit requirements and  
other associated work for the design phase, the bids submitted in summer 2025 were higher  
than anticipated. Design is anticipated to begin once the funding is awarded and construction  
is anticipated to follow with an 18-month timeline. Additionally, the department did advise that  
other capital projects will be forthcoming for Kensico Dam, including upgrading the concrete  
area and the reflecting pond. While construction is taking place, there will still be multiple  
areas for attendees to park their vehicles. In efforts to increase energy efficiency, this building  
will have solar panels installed.

The Parks Department appeared before the committee requesting $800,000 in funding for the  
design, construction and construction management of six fuel tank replacements as part of  
capital project RGP15 at Glenn Island Park, Maple Moor Golf Course and Tibbetts Brook  
Park. These fuel tanks are currently underground, will be replaced with surface level tanks  
and will have a lifespan of about 20 years. There is no anticipation of leakages in these tanks,  
however, they will only know for certain once they being the work.
