With a quorum present, Chair Pierce called the meeting to order at 2:08 p.m.

Ms. Lopez discussed this item in conjunction with ID #2026-88.  
Ms. Lopez said these items concern capital project BLA1A for improvements to the waterfront  
promenade in the village of Port Chester. She explained that the County is requesting an  
amendment to both the Bond Act and the IMA with Port Chester to clarify that the scope of  
work is limited to waterfront improvements only and not downtown improvements.  
Ms. Lopez said this was necessary due to an oversight by the Planning Department. She said  
that the IMA has not been executed, and essentially the scope of work and the amount  
remains the same. She added that the County will reconstruct the promenade walkway by  
paving it with a decorative stamp concrete, addressing minor drainage issues, and installing  
lighting at seating areas. The Village plans to build a pedestrian pathway that will connect the  
waterfront with downtown Portchester and transit modes.

was signed by committee and referred to Board of Legislators. The motion carried  
unanimously.

BOND ACT-RGP16-3125-General Infrastructure-Roofing Systems  
'24-'28  
Guests: Parks Dept.: First Deputy Commissioner Peter Tartaglia and Director of Park Planning

Mr. Tartaglia said that the request for $500,000 is for smaller roof improvements, including the  
Merestead Cabana Barn and Barn #2, and the Muscoot Farm maintenance buildings.  
Mr. Tartaglia said there are no operational impacts expected while the work is being  
conducted.  
On motion of Legislator Williams, seconded by Legislator Nolan, the above item was signed  
by committee and referred to Board of Legislators. The motion carried unanimously.  
4.  
BOND ACT-RGP21-General Infrastructure-Pool Facility-Play  
Equipment Systems  
Guests: Parks Dept.: First Deputy Commissioner Peter Tartaglia and Director of Park Planning

Mr. Tartaglia said this is a request for $500,000 for three projects. He said the first project is  
replacement of the Tibbetts Brook pool filter room electrical equipment, which is over 20 years  
old and very outdated.  
He added that the second project is the Croton Gorge Park playgrounds where they will  
replace some sensory panels, a slide, and the lumber timber edging around the safety  
surfaces.

He said the third project is Wilson’s Woods Park splash pad and aquatic playground, where  
they will replace mechanical components of the fountains in the splash pad and add a new  
pebble tech surface for the playground.  
Chair Pierce asked for a cost breakdown. Mr. Tartaglia said he did not have it, but would  
provide it.  
On motion of Legislator Williams, seconded by Legislator Nolan, the above item was signed  
by committee and referred to Board of Legislators. The motion carried unanimously.  
5.  
BOND ACT-RGP20-Gen'l Infrastructure-Equipment Acquisition '26-'30  
and B035F-Equipment Acquisition Program '26-'30

Robert Lopane; DPW: Robert Abbamont, Director of Operations for the Capital Planning  
Program  
Mr. Tartaglia said this is a request for $3.7 million for general infrastructure improvements for  
equipment acquisitions, which include a variety of trucks for parks maintenance. He said that  
most of these vehicles will be replacements, and others will be new purchases, such as those  
for rough landscapes and terrains.  
Hernane De Almedia, Deputy Commissioner of the Department of Public Works, said they are  
also replacing vehicles that transport asphalt and salt, and purchasing related machinery to  
repair road cracks.  
On motion of Legislator Williams, seconded by Legislator Nolan, the above item was signed  
by committee and referred to Board of Legislators. The motion carried unanimously.
