This is a request to remove the property at 485 Chappaqua Road in Mount Pleasant from the  
Saw Mill Valley Sanitary Sewer District. The parcel is not serviced by sanitary sewers and it is  
not anticipated that any will be constructed in the near future. The net decrease is .00% and  
will not cause significant difference in taxes. The Department of Environmental Facilities  
(DEF) is in favor to remove this parcel since the town requested it and the change does not  
impact county facilities among other reasons.

This item requests $3 Million to fund the design, construction and construction management  
for a force main replacement at the Ossining Sanitary Sewer District Kemey’s Cove. There  
were two pipe bursts in 2018 and 2019, resulting in the New York State Department of  
Environmental Conservation (DEC) directing the County to take corrective action. The  
short-term repairs included relining the pipes whereas the current request provides a  
long-term resolution, which includes insulation and new bar screens, pump control  
replacements and mechanical system upgrades, among other repairs.

This amendment request is for an additional $5 Million for process equipment improvements at  
the Blind Brook Waste Water Treatment Plant. There are required scope changes which  
resulted in additional costs, some of which include an odor control system and upgrade  
emergency generator system, among others. Approval of this request would bring the total to  
$37.5 Million and the upgrades are anticipated to withstand a future capacity influx.

Westchester's sanctuary shelter offers temporary housing and support for youths who are in  
crisis, and facilitating reunification with families. Current renovations at the shelter have led to  
temporary diversions of youth to alternative facilities in New York City and Putnam.

creating nine (9) affordable homeownership units that will affirmatively further fair housing and  
remain affordable for a period of not less than fifty (50) years.

project include an Environmental Resolution, a Capital Budget Amendment and an amended  
Bond Act. The total request of $8.819 Million for Capital Project A0099 will install a natural gas  
pipeline at the Westchester County Airport, which will extend the current natural gas pipeline.  
Overall, the facilities that will benefit from this gas line include private hangars and three

support buildings at the airport. There is currently one underground oil storage tank, which will  
be removed, and two above-ground. The Capital Budget Amendment will decrease the  
county’s share by $771,000 for a New York State grant that was accepted in 2020, design is  
currently at 100% completion and construction is expected to take approximately 12 months.

This item requests $2.3 Million to replace a portion of the paratransit vehicle fleet as part of  
their cyclical paratransit vehicle replacement. There is a mix of vehicles totaling in 118 and  
they replace about 25 per year, each having an approximate four-to-five-year lifespan. There  
are currently 30 hybrid vehicles in the fleet and although they prefer this type of vehicle, it all  
depends on what they find.
