CALL TO ORDER  
Please note: Meetings of the Board of Legislators and its committees are held at the  
Michaelian Office Building, 148 Martine Avenue, 8th Floor, White Plains, New York, 10601,  
and livestreamed via the WebEx video conferencing system. Legislators may participate in  
person or via Webex. Members of the public may attend meetings in person at any of its  
locations, or view the meeting and its video recording online on the Westchester County  
Legislature’s website: https://westchestercountyny.legistar.com/. This website also provides  
the links to documents to be discussed at a given meeting.  
With a quorum present, Chair Pierce called the meeting to order at 10:13 AM.

On motion of Legislator Williams Johnson, seconded by Legislator Williams, the minutes were  
approved. The motion carried unanimously.

ACT-2026-124  
BOND ACT-RCC17-County Center Facility Improvements  
Guest: Parks Dept.: First Deputy Commissioner Peter Tartaglia and Director of Park Planning  
Rob Lopane  
Mr. Tartaglia said this is a $5 million bond request, which will finance the design, partial  
construction and construction management of interior building improvements for the locker  
rooms, dressing rooms, restroom facilities for the public and interior sports and arena fixtures  
and related work. He said the improvements are needed for sports, concerts and events,  
which are revenue generators for the County Center.

He said there are an insufficient number of locker rooms, and the locker rooms that exist are  
undersized and need to be brought up to current code, so we can continue to host NBA and  
NCAA events. He said the public restrooms need to accommodate more people, have the  
proper layouts, and meet disability requirements. He added that the sports and entertainment  
lighting needs to be improved, since it impacts visibility, spectator experience and facilities  
competitiveness for events.  
Legislator Nambiar asked how many events are held at the County Center versus capacity,  
and how can we be more proactive in bringing in events. Mr. Tartaglia said the County is and  
continues to be proactive by being in trade magazines and part of trade organizations.  
Chair Pierce asked how much of the $5 million is attributable to lighting. Mr. Lopane said they  
have received quotes for between $350,000 to $500,000 for lighting. Chair Pierce asked for a  
general breakdown of costs for design, construction, and lighting. Mr. Lopane said they will  
provide that.  
Chair Pierce asked if the construction for this project will be done through prevailing wage,  
and Mr. Tartaglia said it would

was signed by committee and referred to Board of Legislators. The motion carried  
unanimously.
